    The Landlord Health Pack was launched in 2023 and is designed to give landlords clear, practical guidance on their property’s current position and the most cost-effective route to achieving an EPC rating of C. It has been popular with estate agents across Devon, and we have reviewed entire portfolios to support compliance and mitigate agents losing landlords.

    What the report provides:

    • An assessment of the property’s rating if an EPC were lodged today
    • Identification of the lowest-cost measures likely to achieve a C rating
    • Costed recommendations, with installer quotations where appropriate

    Given the continued use of the current calculation methodology (RDSAP 10) and the delay of HEMs until 2027+, improvement works carried out in line with the recommendations would translate directly into the expected EPC outcome (meaning the goalposts are unlikely to shift in the near term!).

    While regulations are still evolving, there is ongoing discussion around a potential requirement for new tenancies to meet EPC C by 2028. Many landlords are therefore reviewing their stock now to avoid future compliance pressure. There is also increasing pressure from financial services, with preferential lending often linked to higher EPC ratings and less favourable terms applied to lower-rated properties.

    An EPC (Energy Performance Certificate) is a legally recognised certificate that must be lodged on the national EPC register when a property is sold or let. An EPR (Energy Performance Report) uses the same RdSAP methodology but is not lodged on the public register. It is typically used as a planning tool to model improvement measures and understand how different upgrades may affect a property’s EPC rating before any work is carried out.

    In England and Wales, privately rented properties must normally achieve a minimum EPC rating of E before they can be legally let, unless a valid exemption has been registered. Landlords should also be aware that future regulations are expected to require higher EPC ratings, meaning many properties may need improvement works over time to remain compliant.

    Beyond EPC requirements, landlords should also consider ventilation, heating system suitability, insulation levels and the overall condition of the property. Addressing issues such as damp, mould, poor ventilation or inefficient heating can improve tenant comfort, reduce running costs and help ensure the property continues to meet evolving energy efficiency regulations.
